as Outlook 2013 is approaching end of life support it's recommended to use Outlook 2016 onwards. On the use of Outlook, as mentioned in your subject title, the current release of Outlook 365 is supported for IMAP secure mail as are previous versions of Outlook that are still supported by Microsoft. So, the pragmatic advice is that a vanilla version of Opera will work but your chosen setup of Opera or usage of TalkTalk Mail may not support the security features that TalkTalk Mail implements to keep users safe. The spam protection kicks in when multiple concurrent logins are detected via geographically distanced access points that would happen if the Opera pseudo VPN uses an IP address in another country whilst you're also signed in to the mailbox via other software like Outlook. Also, Opera has a pseudo VPN mode that can trigger TalkTalk Mail's spam protection and put a stop on sending mail. If you use any product that does not accept or deletes the mandatory cookies then TalkTalk Mail will not work for you. TalkTalk Mail uses cookies to log and track sign in sessions. So that should tell you the basic Opera product will work with TalkTalk Mail. The latest versions of the Edge and Chrome browsers (Chromium based) are supported. The release version of Opera is based on a Chromium engine. But then neither does IE11 that is no longer a supported product The error message is itself way out of date. The Opera browser does not have official support for use with TalkTalk Mail.
